Experience Steven M. Carpenter, Director of Carbon & International Business and Corporate Risk Manager - has over 20 years experience providing engineering, environmental, & construction services to both private and public sector clients, domestically & internationally. Mr. Carpenter is responsible for Program Management of Marshall Miller & Associates Carbon Sequestration work including USDOE Southeast Carbon Sequestration Partnership (SECARB) including two multi-million dollar tasks to implement pilot scale carbon inject and storage. Mr. Carpenter is the Project Manager for the USEPA Methane to Market Partnership, which has awarded Marshall Miller & Associates $2,550,000 project in conjunction with the Virginia Center for Coal and Energy Research at VT for the "Development of Guidelines and Evaluation of Techniques for Degassing Coal Mine Methane in Advance of Mining to Reduce Methane Emissions in the Southern Shanxi Province of China". Mr. Carpenter.s expertise has been sought after as an expert witness and subject matter expert in the field of GHG regulations, GHG protocol development and regulatory/industry oversight. Steve is also responsible for Marshall Miller & Associates clients Greenhouse Gas (GHG) projects that include GHG Foot Printing and Baseline Surveys, Carbon Off-sets and verification under CCX and other GHG/Carbon related work in accordance with established protocols (e.g. WRI, WBCSD, or CA General Reporting Protocol).
Prior to his appointment as Corporate Risk Manager & Director - Carbon & International Business, Mr. Carpenter has held several other positions with Marshall Miller & Associates in his tenure. Those positions include Director - Federal & Commercial Business and Regional Sales Manager. Prior to joining Marshall Miller & Associates Mr. Carpenter has held management and corporate positions including Director of Federal Programs, Director of Project Management, Corporate Health & Safety Office, Corporate QA/QC Officer, and Director of Special Projects. Mr. Carpenter got his start in the business as an environmental field technician working as a contractor to USEPA, US Navy, US Air Force and US Army Corps of Engineers. Working his way up the ladder, Mr. Carpenter left the field and became Environmental Manager for NASA Glenn Research Center, Cleveland, OH
Mr. Carpenter holds numerous OSHA, MSHA and professional certifications/licenses. He has been published and has spoken to numerous professional, civic and trade associations. Mr. Carpenter has also held public office and has been the Technical Director for the preparation and review of technical/scientific information used in litigation.
As Director of Carbon & International Business, Mr. Carpenter is responsible for the development, solicitation, estimation and management of all Carbon related and International projects for Marshall Miller & Associates. Mr. Carpenter directs all SECARB work as well as all carbon related projects for Marshall Miller.s energy and commercial clients. This work includes carbon emissions inventories, carbon off-set and reduction project (CDM) and carbon verification services including certification as a third party verifier to the Chicago Climate Exchange.
As Corporate Risk Manager, Mr. Carpenter is responsible for corporate level decisions of risk management issues that directly impact the strategic direction of the company. He helps set the strategic risk management vision and is charged with delivering that strategy to the company. His experience includes the Brownfield Redevelopment Market, Real Estate ownership & transfer, Environmental Liability & Cost Cap Insurance. He is responsible for contracting, subcontracting, corporate insurance, bonding and related risk management issues.
