Because the government manages multiple facilities, it often requires training programs that ensure facility staff understands it’s full range of responsibilities in complying with environmental regulations. In many cases, the emergence of new regulations requires the implementation of facility compliance plans that require the addition, modification or removal of plant structures or equipment. Once compliance measures are taken, facility personnel must be trained to adjust their activities to the new requirements, procedures and equipment. In other cases, regulations prescribe ongoing training programs to ensure compliance with environmental as well as health and safety requirements.

SIN 899-8: REMEDIATION SERVICES
MM&A has a long history of providing a broad range of "hands on" remediation services for the cleanup of environmentally compromised sites. In addition to identifying, delineating and characterizing soil, sediment, groundwater, surface water, and air contaminants, MM&A is staffed and equipped to conduct actual cleanups. MM&A has an array of in-house resources for soil and groundwater cleanups including excavation and fuel recovery equipment as well as trained operators.
In addition, MM&A maintains ongoing relationships with a network of qualified remedial construction firms throughout our service area. Cleanups conducted by MM&A have ranged from small oil and chemical spills that required a small response, to large soil and groundwater remediation programs that spanned several years. Our extensive hands-on experience with numerous soil and groundwater cleanups has provided our staff with first-hand experience in applying various remedial technologies to real world cleanups.
MM&A has also developed capabilities in human and ecological risk assessment for determining appropriate site-specific cleanup levels. MM&A’s experience in these areas was derived from working under numerous different regulatory programs throughout the United States. Description of Work:
In 1993, Marshall Miller and Associates, Inc. was awarded an open-ended contract to provide environmental assessments for right-of-way acquisitions for seven of nine total districts. In 1995, MM&A was awarded all nine districts for an additional five years of service. The purpose of VDOT’s environmental program is to facilitate road building by avoiding delays, cost overruns and fines by assessing environmental issues before construction begins. The VDOT contract is divided into three sections: Section I requires the performance of Preliminary Site Assessments of sites impacted by underground storage tanks and above ground storage tanks and/or hazardous wastes; Section 2 encompasses initial abatement measures at environmentally compromised sites in VDOT right-of-way and at VDOT facilities; and Section 3 involves site investigation, characterization, and remediation at UST/AST and hazardous waste sites. As of 2001, MM&A has been awarded a new five-year professional services contract to continue providing VDOT with environmental consulting services for the entire state of Virginia.

One of the key services MM&A provides to VDOT is occupational training services that are designed to ensure it’s facility staff remains in compliance with environmental regulations that affected facilities. MM&A’s training targets issues such as compliance and monitoring for UST/AST systems, SPCC and hazardous waste handling and disposal.

Description of Work:
Iluka Resources produces titanium ore from open pit mining operations located in Dinwiddie County, Virginia. The operation, which consists of a complex array of mining and processing technologies, must comply with numerous environmental and health and safety issues. Most of these compliance functions involve considerable amounts of ongoing monitoring and documentation. In addition, any changes or expansion in the operations often involve the preparation and submittal of permit applications to numerous local and state agencies. Since the Spring of 2001, MM&A has assisted Iluka with a broad range of environmental services including permit preparation, compliance monitoring, compliance documentation support and construction inspection. MM&A routinely assists Iluka in accordance with compliance tasks related to the Mining Safety and Health Act (MSHA), Virginia Department of Mines, Minerals and Energy Regulations (DMME), and Virginia Department of Environmental Quality.
- Key Work Assignments Under SIN 899-2 (Environmental Compliance Services):
MM&A has prepared permit applications for the expansion of Iluka’s operations in Dinwiddie and Sussex Counties, VA. Tasks included the preparation of DMME permit packages, Virginia Pollution Discharge Elimination System construction permits, Dinwiddie County Erosion and Sediment Control plans, and VDOT Highway Connection Permits. MM&A has also assisted Iluka in the implementation of these activities by providing construction inspection services. In addition, many of these permits require ongoing inspections and monitoring, all of which require documentation and in some cases compliance monitoring.

Description of Work:
MM&A was instrumental in assisting VDOT with preparing of an emergency plan to comply with an EPA Administrative Order on Consent (AOC) for evaluating injection well systems located on VDOT-owned properties.
- Key Work Assignments Under SIN 899-2 (Environmental Compliance Services):
The EPA required VDOT to provide a complete inventory of all maintenance facilities that are presently utilizing shallow injection wells for the subsurface discharge of other than solely sanitary waste; to provide information about the nature of each discharge; to provide information about the "types" of injection wells; to cease discharges to all identified injection wells; and to initiate remedial action. MM&A held several meetings with VDOT and assisted with preparing a standardized survey form that was used to collect the point source discharge information at each facility.
At several locations MM&A performed either dye trace or smoke testing to verify actual discharge points. Once the survey was completed, MM&A then prepared a database summary spreadsheet of all the information gathered.

Environmental Baseline Survey of the Interstate 564 Extension Corridor

Description of Work:
Because the Virginia Department of Transportation’s planned extension of a new expressway along the southern border of Norfolk Naval Station at Norfolk, Virginia would require the transfer of real property from the Navy to the State and therefore a major Federal action, compliance with the National Environmental Policy Act was required. VDOT, in cooperation with the Navy, tasked MM&A with conducting an Environmental Baseline Study (EBS) as outlined by the American Society of Testing and Materials (ASTM) standard ASTM-D 6008-96. In this case, the main objective of the study was to evaluate the environmental condition of four tracts of land that would be transferred and alert VDOT as to any potential environmental obstacles to road building. The Navy would in turn use the study as part of its documentation requirements to inform the public of its impending actions as required under NEPA. As outlined by the standard, MM&A was required to examine the property for numerous issues including the existence of hazardous materials storage and/or spill sites, petroleum storage areas or transmission lines including underground or above ground storage tanks (UST/AST) installation restoration program (IRP) sites, threatened and endangered species, wetlands and any other environmental issue that could potentially affect the proposed transfer and/or construction project. The final object of the study was to categorize the study area (based on the type and extent of environment issues) into one of six Environmental Condition of Property (ECP) Area Types. MM&A conducted the study by first retrieving environmental records and documentation from government databases and interviews with regulatory agencies. The proposed tracts were examined from historic aerial photographs and site plans provided by VDOT and the Navy.
Site visits were also conducted to provide ground truth to issues and locations identified in the records search. Facility personnel and adjacent property owners were interviewed to verify issues raised by the other sources of data. In conclusion, the study identified one former solid waste landfill site that was located within the proposed project boundaries. Based on the study results, MM&A categorized Tract 1 was addressed in a separate report; Tract 2 was assigned Type II where only storage had occurred but further investigation is needed; Tract 3 was assigned Type V, because the landfill site had not been closed yet, and Tract 4 was assigned as Type I, which was uncontaminated by the provisions of CERCLA. It was recommended that VDOT evaluate groundwater in Tracts 2&3 to ensure all conditions were accounted for before the transaction.

Statewide SPCC Planning and Implementation

MM&A assisted VDOT in developing a comprehensive program to bring VDOT-owned facilities into compliance with Federal requirements of the Spill Pollution Control Countermeasures (SPCC) regulations, which potentially affected all VDOT facilities where petroleum products were stored and used. Although the focus of the program was to develop an economical method to implement a statewide compliance plan, VDOT also used the process as an opportunity to inventory and assess its petroleum and hazardous materials management procedures statewide, including reviewing its list of small quantity generators (SQGs).
This was a multi-faceted project involving a step-wise progression of tasks beginning with the initial program planning stage, followed by an inventory and compilation of VDOT’s relevant assets including district headquarters and shops, area headquarters, zest areas, weigh stations, bridges, ferry landings and tunnels. Once the database was collected and analyzed, MM&A assisted VDOT in formulating a management strategy that ensured compliance with SPCC, RCRA and other regulations. MM&A completed the project by implementing a tank reduction program that included the removal of excess tanks and residual wastes.
- Key Work Assignments Under SIN 899-1 (Environmental Planning Services):
Based on MM&A’s inventory of VDOT’s 325 facilities state-wide, those exceeding SPCC thresholds were evaluated further to determine what, if any, measures could be taken to reduce on-site petroleum storage below threshold limits. The inventory also addressed important spill response issues such as the adequacy of each facility’s secondary containment structures around above ground storage tanks. In cases where VDOT’s storage of large quantities of road patching asphalt triggered SPCC requirements for planning and training, MM&A developed a list of equipment that could be eliminated or modified to reduce compliance expenditures at each facility. Recommendations included reductions in redundant asphalt and heating oil tanks throughout the state and conversion to propane where applicable. Facilities remaining above threshold limits after reduction strategies were implemented were assigned a VDOT coordinator to work with MM&A personnel to develop the required SPCC Plans.
By carefully analyzing the inventory data, MM&A was able to reduce the number of facilities requiring plans from 325 to 90, saving VDOT considerable compliance costs.
- Key Work Assignments Under SIN 899-2 (Environmental Compliance Services):
Based on MM&A’s initial inventory of VDOT’s 325 facilities, MM&A completed SPCC Plans for 90 facilities. MM&A also collected and evaluated hazardous waste-related practices at each facility to ensure VDOT’s compliance with the requirements of RCRA and related hazardous waste regulations. Key issues included record keeping, manifests, storage and disposal practices and employee training. Facilities handling petroleum and hazardous wastes were inspected to determine whether stored quantities invoked regulatory triggers. Facility spill response equipment including secondary containment structures were evaluated for their adequacy. Other issues such as surface drainage, potential spill receptors, spill and emergency response plans and spill response equipment were also evaluated. Facilities not meeting applicable requirements were requested to upgrade and implement measures to meet requirements. MM&A assisted VDOT and its facilities with the upgrades by identifying vendors and selecting specialized equipment that would provide low-cost solutions for compliance deficiencies.
- Key Work Assignments Under SIN 899-3 (Environmental Occupational Training Services):
Once SPCC plans were prepared for each of the 90 facilities, we coordinated with VDOT District personnel to train staff at each location to comply with provisions of the site-specific plans that addressed activities such as petroleum storage, fueling and emergency spill response. MM&A also worked with VDOT to ensure staff was familiar with the operation and maintenance of special equipment and supplies used for SPCC compliance.

Environmental Site Assessment of 541,310 Acres of Timber Owned by Pocahontas Land Corporation

Description of Work
MM&A Environmental Site Assessment (ESA) of 541,310 acres of forest and mining lands in southern West Virginia, Southwestern Virginia, and eastern Kentucky was conducted to inventory and evaluate the environmental condition of the Property prior to Wagner Forest Management’s (WFM) acquisition of timber rights. The Properties, which consisted of 17 separate tracts owned by Pocahontas Land Company; Pocahontas Development Company and/or other private interests, derive income for their owners primarily through leases with third party resource developers of coal, oil/natural gas, and timber. Because these activities were expected to occur concurrently following the timber sale, the goal was to differentiate prior environmental impacts from those potentially created by WFM’s activities.
- Key Work Assignments Under SIN 899-1 (Environmental Planning Services):
MM&A conducted an exhaustive government records search for environmental issues such as permits, spills, USTs, hazardous waste storage, emergency response, archeological resources, and threatened and endangered species. Site visits were made to mining facilities where operators, staff and land agents were interviewed for their knowledge of environmental issues. Visual indications such as tanks, stained soils, trash dumps and erosion issues were recorded and geographically logged using GPS receivers.
The study identified several environmental issues that may pose limited impacts on future timbering on the Properties including: transport, storage/handling of petroleum fuels, lubricants, and solvents; construction, use, and management of roads to timbering operations including erosion and sediment control issues; handling and disposal of solid wastes generated by timbering operations; impacts on threatened and endangered species native to the region; and preservation of archeological and historical resources. MM&A concluded that while none of these issues substantially affected future development of timber resources, they may require future management to mitigate their potential impacts. The sale of the property proceeded, based in part on the timely results of the ESA.
- Key Work Assignments (Geographic Information System Services):
All of the data from the records searches, site visits, interviews and GPS coordinates were entered in a geographic information system using ArcInfo. The GIS provided an efficient means to tabulate, organize, analyze and report the enormous database according to geographic attributes. Maps generated by the GIS provided a visual representation of each study area. The final report was provided with an electronic copy of the GIS. Because of its usefulness as an organizational tool, WFM continues to use the GIS MM&A created as a basis for managing the properties following the purchase.

Description of Work
MM&A performed a Phase I/II assessment and environmental cleanup of a VDOT-owned former wastewater treatment plant located at Portsmouth, Virginia. The plant was slated for demolition to make way for the VDOT’s expansion of the US-58 Mid-town Tunnel Interchange. We were tasked with identifying and remediating all environmental issues that could stand in the way of the demolition work and eventual transfer of portions of the property to the Virginia State Ports Authority. VDOT required MM&A to complete the work on a tight schedule to meet bidding schedules for the demolition work. We simultaneously investigated and mitigated numerous environmental issues associated with the site so highway work would not be delayed. At the conclusion, all issues were addressed and the project proceeded.

Subsurface delineation and characterization of buried sewage sludge lagoons and other buried wastes.
Cleanup of large accumulations of potentially toxic pigeon dung from the interiors of several buildings to allow access for further inspections and demolition.

Description of Work
The first of many phases for this project included the preparation and implementation of RCRA Groundwater Detection Monitoring Plan in accordance with Virginia Hazardous Waste Management Regulations (VHWMR) Part X for three RCRA Hazardous Waste Management Units (HWMUs), and the implementation of closure actions including soil excavation and disposal. As a part of the closure, MM&A also negotiated the work plans and work assignments with the Virginia Department of Environmental Quality. The second phase included the preparation and implementation of RCRA Closure, Contingent Closure, and Contingent Post Closure plans for three RCRA HWMUs in accordance with the VHWMR Parts IX, X, and XI. MM&A was also responsible for all sampling and statistical comparison of soil data to verify that closure requirements had been met. MM&A has successfully obtained closure for two of the HWMUs’ and is in the process of closing the third.

Voluntary Remediation Support for the Alexandria Town Gas Oronoco Outfall Site

Description of Work
The Alexandria Town Gas (ATG) plant supplied coal-derived methane gas for lighting the streets, homes and businesses of Alexandria, Virginia from 1851 until 1946. As with all manufactured gas plants, or MGPs, Alexandria’s plant generated considerable quantities of by-products, including coke, coal tar, light oil, ammonia, cyanide, clinker and various metals. When the City installed a storm water pipeline beneath adjacent Oronoco Street in 1974, re-mobilized MGP-related waste began leaking into the pipe and discharging into the nearby Potomac River.
The redevelopment of the former plant site into an office town house complex in 1978 rendered most of the source area inaccessible. Over the next 25 years, the City of Alexandria made numerous attempts to stem the discharge of oily wastes, which soon left lasting impacts on the river bottom around the Oronoco storm water outfall.
In the fall of 1994, the City of Alexandria tasked MM&A to submit the ATG - Oronoco Outfall site for admission into the Virginia Department of Environmental Quality’s (VDEQ) Voluntary Remediation Program (VRP). Under the VRP, the City has the flexibility to pursue a cleanup strategy for the site with limited relief from the onerous regulatory burdens imposed by CERCLA. In March of 2000, MM&A successfully gained admission for the site into the VRP and simultaneously implemented an initial abatement measure that included the design and deployment of a 400-foot floating oil containment boom around the outfall.
Having mitigated the immediate impacts of the release, MM&A conducted a Preliminary Site Investigation to determine the nature and extent of impacts from the former MGP site. The investigation included the sampling and analysis of all potentially affect media including subsurface soil, sediment, surface water, groundwater, drinking water and air as well as an inventory of local biota. The study, which was completed in the fall of 2000; determined that although considerable MGP-related wastes remained in soil and groundwater beneath the former MGP, there was no imminent on-site threat to human health or the environment. Studies of the off site down-gradient areas, including the Oronoco pipeline and off-lying river sediments found no imminent threat to human health, but some evidence that contaminants continue to migrate along the pipeline to the river, creating ecological impacts and the potential for human exposure, MM&A has gained approval from VAEQ to conduct a final site characterization and risk assessment to determine what remedial actions will be necessary to obtain a certificate of satisfactory completion under the VRP.

Description of Work
MM&A managed all aspects of an environmental assessment and remedial action plan implementation associated with groundwater contaminated with solvents at a hardboard manufacturing facility in Alpena, Michigan. Complete delineation of the groundwater contamination was achieved without setting permanent groundwater monitoring wells by using Geoprobe sampling techniques. The proposed groundwater remedy was enhanced bioremediation through injection of Oxygen Release Compound (ORC) into the contaminated aquifer zone. The use of innovative technologies at the site has saved Abitibi Price considerable costs and delays in closing the site.
